On behalf of the CIRCE-JA consortium, we are pleased to invite you to the CIRCE-JA Final Conference, taking place on 10 November 2026 in Bilbao, Spain, as a pre-conference event of the 19th European Public Health Conference.
“From Innovation to Implementation: Transferring Best Practices to Transform European Health Systems and Primary Care”
As CIRCE-JA approaches its conclusion, this event will bring together policymakers, healthcare authorities, researchers, healthcare professionals and other European stakeholders to reflect on the project’s achievements, share implementation experiences and discuss future priorities for strengthening primary health care across Europe.
About CIRCE-JA
CIRCE-JA (Joint Action on Transfer of Best Practices in Primary Care) is a European initiative co-funded by the European Union, bringing together partners from 14 EU Member States. Through the transfer and implementation of 6 evidence-based Best Practices across 40 pilot sites in 12 countries, the Joint Action has explored how innovative models of primary health care can be successfully adapted to different healthcare systems.
The Final Conference will provide an opportunity to share the knowledge generated through this collaboration and discuss how its results can support sustainable improvements in primary health care.
What to expect from the conference
The programme will feature:
• European perspectives on primary health care, including its role in strengthening health systems and the policy context behind CIRCE-JA.
• Implementation experiences and lessons learned from the transfer of 6 Best Practices across different European healthcare settings.
• Key achievements and future perspectives, focusing on sustainability, transferability and opportunities for further scaling up successful approaches.
• A back to policy discussion bringing together representatives of European institutions, international organisations and national and regional health authorities.
• Official launch of the European Primary Health Care Observatory
European Primary Health Care Observatory
An important part of the programme will be the official launch of the European Primary Health Care Observatory – an online platform developed as part of CIRCE-JA’s sustainability efforts. The Observatory is designed to serve as a European space for knowledge exchange, collaboration and dialogue on primary health care, bringing together policymakers, health authorities, researchers and healthcare professionals.
The Observatory aims to facilitate the sharing of evidence, Best Practices, implementation experiences and policy recommendations, supporting the continued improvement of primary health care across Europe. It will also help sustain the knowledge and networks developed through CIRCE-JA beyond the project’s completion.
